The 14th meeting of the 14th Standing Committee of the National People’s Congress of Beijing appointed Mr. Su Chi as the President, committee member of the judicial committee and judge of the Beijing Intellectual Property Court through vote on November 2, 2014. He is the first president of intellectual court of China.
Other personnel appointments:
Chen Jinchuan and Song Yushui were appointed as the Vice-presidents, committee members of the judicial committee and judges of the Beijing Intellectual Property Court.
Du Changhui was appointed as a committee member of the judicial committee, presiding judge of the Case Filing Chamber and judge of the Beijing Intellectual Property Court.
Jiang Ying was appointed as a committee member of the judicial committee, presiding judge of the Trial Chamber I and judge of the Beijing Intellectual Property Court.
Zhang Xiaojing was appointed as a committee member of the judicial committee, presiding judge of the Trial Chamber II and judge of the Beijing Intellectual Property Court.
Zhang Xiaoxia was appointed as a committee member of the judicial committee, presiding judge of the Trial Supervision Chamber and judge of the Beijing Intellectual Property Court.
Li Yanrong, Yi Jun, Rui Songyan, Hou Zhanheng, Si Pinhua, Chen Yong, Zhou Liting, Peng Wenyi, Zhao Ming, Zhang Xiting, Jiang Jianzhong, Zhang Jian, He Xuan, Feng Gang, Zhang Lingling, Jiang Liwei, Song Xudong and Jiang Shu were appointed as judges of the Beijing Intellectual Property Court.

The 10th meeting of the 12th Standing Committee of the National People’s Congress passed on August 31, 2014 the decision of founding intellectual property courts in Beijing, Shanghai and Guangzhou. The Intellectual Property Court is the judicial institution established in accordance with the aim of strengthening the implementation and protection of intellectual property and improving the mechanism for technical innovation which was put forward in the Third Session of the Eighteenth Central Committee of the CPC.
According to Chen Jinchuan, the Presiding Judge of the Intellectual Property Chamber of the Beijing Higher People’s Court, the establishment of the Beijing Intellectual Property Court has been basically completed, and henceforth all intermediate people’ courts will no longer receive cases involving intellectual property. Yet the primary courts’ trials of civil cases related to intellectual property with small subject matters will not be effected. The appellate court of the Beijing Intellectual Property Court, after its foundation, will be the Beijing Higher People’s Court.
